LAO ROAD SECTOR PROJECT (LRSP)

REQUEST FOR EXPRESSIONS OF INTEREST FOR INDIVIDUAL LOCAL CONSULTANT

The Lao People’s Democratic Republic has received financing from the World Bank and grant cofinancing from the Policy and Human Resources Development Fund (PHRD) of Japan toward the cost of the Lao Road Sector Project, and intends to apply part of the grant proceeds for external independent consultant on financial audits.
The lending instrument for the project is a Specific Investment Loan, and the project will be financed through a US$27.80 million equivalent IDA Grant and a US$1 million Japan PHRD Project Co-finance Grant. IDA will have fiduciary responsibility for the PHRD grant. MPWT would like to appoint a qualified local senior consultant needed for internal audits and controls to assist the Internal Control Division (ICD) under Department of Inspection with the estimated total service being twelve man-months.
The local senior consultant should have the following qualifications and experiences:
  • Post Graduate qualification in Finance, Accounting or equivalent
  • Be a qualified Accountant with an International qualification recognized by the International Federation of Accountants.
  • At least 5 years post graduate experience in either external or internal audit preferably in the public sector.
  • This experience should have been gained in either an International Chartered Accounting firm or in a large internal audit function.
  • Have sufficient experience in manual preparation to be able to review and complete the internal control and accountability manual (in both Lao and English).
  • Preferably be a member of the Institute of Internal Auditors and be able to demonstrate a sound understanding of the Institutes Professional Standards and international good practice in internal audit.
  • Have experience in the establishment of an internal audit function and the development and implementation of a risk based audit strategy.
  • Have experience in training including on the job coaching and mentoring, the development of course materials and delivery of training courses.
The local senior consultant will be appointed for the duration of the LRSP project, which is expected to be on board in January 2012.
The Ministry of Public Works and Transport now invites eligible individual consultant to indicate their interest in providing the services. Interested consultant must provide information indicating that they are qualified to perform the services (CV’s, description of similar assignments, experience in similar conditions, availability of appropriate skills etc.).
A individual consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (the version May 2004).
