ໂຄງການດັ່ງກ່າວມີມູນຄ່າທັງໝົດ 99.7 ລ້ານໂດລາສະຫະລັດ. ລັດຖະບານລາວສົມທົບທຶນ ຈຳນວນ 14,55 ລ້ານ ໂດລາ ສະຫະລັດ, ການລົງທຶນຂອງພາກເອກະຊົນ ຈຳນວນ 6.41 ລ້ານໂດລາສະຫະລັດ. ລວມທັງທຶນກູ້ຢືມ ແລະ ຊ່ວຍເຫຼືອລ້າ ຈຳນວນໜຶ່ງ. ລາຍລະອຽດດັ່ງລຸ່ມນີ້:

(i) ທະນາຄານພັດທະນາອາຊີ (ADB) ຈໍານວນ 35 ລ້ານ ໂດລາສະຫະລັດ;

(ii) ທະນາຄານ ເອີຣົບເພື່ອການລົງທຶນ ຈໍານວນ 20 ລ້ານ ໂດລາສະຫະລັດ;

(iii) ກອງທຶນກຸ່ມປະເທດສົ່ງນໍ້າມັນອອກເປັນສິນຄ້າ (OFID) ຈໍານວນ 15 ລ້ານ ໂດລາສະຫະລັດ;

(iv) ສະຫະພາບ ເອີຣົບ- ກອງທຶນສະໜັບສະໜູນການລົງທຶນໃນອາຊີ ຈໍານວນ 5 ລ້ານເອີໂລ (6.9 ລ້ານໂດລາ ສະຫະລັດ);

(v) ກອງທຶນສິ່ງແວດລ້ອມໂລກ ຈໍານວນ 1.84 ລ້ານໂດລາສະຫະລັດ.

ໂຄງການດັ່ງກ່າວມີແຜນເລີ່ມຕົ້ນປະຕິບັດ ໃນເດືອນມິຖຸນາ 2015 ແລະ ສໍາເລັດໃນເດືອນມິຖຸນາ ປີ 2020. ແຕ່ເນື່ອງ ຈາກ ການລົງນາມໃນຂໍ້ຕົກລົງດ້ານການເງິນມີຄວາມລ້າຊ້າ, ໂຄງການຈຶ່ງຖືກຈັດຕັ້ງປະຕິບັດໃນເດືອນ ສິງຫາ 2016.

ປັດຈຸບັນ, ລັດຖະບານ ກຳລັງພິຈາລະນາແຕ່ງຕັ້ງຄະນະຊີ້ນໍາໂຄງການ ຊຶ່ງປະກອບດ້ວຍ ກະຊວງໂຍທາທິການ ແລະ ຂົນສົ່ງ, ຫ້ອງວ່າການປົກຄອງນະຄອນຫຼວງວຽງຈັນ, ກະຊວງຊັບພະຍາກອນທໍາມະຊາດ ແລະ ສິ່ງແວດລ້ອມ, ກະຊວງປ້ອງກັນຄວາມສະຫງົບ, ກະຊວງແຜນການ ແລະ ການລົງທຶນ ແລະ ກະຊວງການເງິນ. ໜ່ວຍງານປະສານ ງານໂຄງການ ໄດ້ຮັບການສ້າງຕັ້ງຂຶ້ນຢູ່ກົມຂົນສົ່ງ, ກະຊວງໂຍທາທິການ ແລະ ຂົນສົ່ງ ເພື່ອປະສານງານກັບພາກ ສ່ວນ ກ່ຽວຂ້ອງໃນການຈັດຕັ້ງປະຕິບັດໂຄງການ. ຊ່ຽວຊານທີ່ປຶກສາໂຄງການດ້ານການຂົນສົ່ງໃນຕົວເມືອງ (UTA-1) ໄດ້ເລີ່ມເຮັດວຽກໃນເດືອນຕຸລາ 2016 ເພື່ອສະໜັບສະໜູນການຈັດຕັ້ງປະຕິບັດໂຄງການ.

ກະຊວງໂຍທາທິການ ແລະ ຂົນສົ່ງ ກໍາລັງຈັດຈ້າງບໍລິສັດທີ່ປຶກສາໂຄງການ (PIC) ແລະ ຄາດວ່າຈະສາມາດເລີ່ມ ສຳຫລວດອອກແບບລະອຽດ ໃນເດືອນພະຈິກ 2017 ເປັນຕົ້ນໄປ.

ມາຮອດເດືອນ ມິຖຸນາ 2017, ໂຄງການໄດ້ໃຊ້ເງິນພຽງແຕ່ບ້ວງກູ້ຢືມຈາກທະນາຄານພັດທະນາອາຊີ, ເປັນເງິນທັງໝົດ 93,606 ໂດລາສະຫະລັດ ຊຶ່ງໄປຕາມແຜນງົບປະມານເບື້ອງຕົ້ນທີ່ໄດ້ກໍານົດໄວ້.

The Vientiane Sustainable Urban Transport Project (the project) executed by the Ministry of Public Works and Transport (MPWT) of Lao People’s Democratic Republic (Lao PDR) will improve urban transport operations and capacity in Vientiane by establishing a transport management entity, high-quality bus services and bus rapid transit; by improving traffic management, parking system and vehicle registration; and improving accessibility for pedestrians and non-motorized transport. The project promotes gender mainstreaming, greenhouse gas reduction, and public private partnership. More details on the project are available on Asian Development Bank Project Information.

In addition to financing by the government of Lao PDR estimated at US$14.55 million and investments by the private sector estimated at US$6.41 million the following loan and grant financing are approved to meet the project’s total estimated cost US$99.7 million.

(vii) European Investment Bank credit FI No 83156 at US$20 million

(viii) OPEC Fund for International Development loan no. 1678P at US$15 million

(ix) European Union – Asian Investment Fund technical assistance grant TA2015090 LA AIF at EUR5 million

(x) Global Environmental Facility grant 0471-LAO(EF) at US1.84 million

The project was planned to start with effectiveness in June 2015 and completion by June 2020. Due to delays in signing of some financing agreements, the project was effective in August 2016.

A project steering committee is under establishment with officials from the MPWT, Vientiane Authority, Ministry of Finance, Ministry of Natural Resources, and Environment, Ministry of Public Security, and Ministry of Planning and Investment. A project coordination unit has been established in MPWT’s Department of Transport to implement the project. An international urban transport advisor, located in MPWT, was mobilized October 2016 to support project implementation.

MPWT is now recruiting the project implementation consultants and the consultants are expected to start technical design and supervision of project implementation from November 2017.

So far expenditure was incurred only under the ADB loan, totally US$93,606, and no cost increases versus initial budgeted costs were identified.

The project is estimated to cost $29.9 million. The ADB loan covers the civil works, equipment, consulting services, contingencies and financial charges during implementation. The government will finance an estimated $2.9 million in taxes and duties ($2.5 million) and incremental administration costs ($400,000 in kind).

Project Output

Output 1: Improved governance and practice for road asset management comprising the (i) revision of axle load monitoring regulation(s), (ii) revision of the RMF Regulation, (iii) development of web-based road asset management registry for public disclosure and (iv) upgrading of road asset management manuals and technical specifications.

Output 2: Strengthened institutional capacity for road asset management comprising (i) capacity building and training of the staff of MPWT, (ii) improving capacity of contractors to tender and manage contracts and (iii) improving capacity of community-based road maintenance.

Output 3: Rehabilitation and maintenance of selected national and local roads in three provinces which includes approximately 84 kilometres of roads in Salavan province, (ii) approximately 77 kilometres of roads in Xekong province and (iii) approximately 166 kilometres of roads in Attapeu province (total 327 kilometres).

The Project also includes the provision of Consulting Services to provide assistance in Project implementation and financial audit.
